Threat, Risk, and Vulnerability Assessment for Public-Facing Government Facilities

Project Overview

Our team partnered with a specialized consulting firm to deliver a threat, risk, and vulnerability assessment (TRVA) for three public-facing government service facilities. The consulting partner managed overall project coordination and stakeholder engagement, while our team conducted the on-site assessments and developed the assessment findings and final report. The engagement focused on identifying security risks, evaluating existing controls, and supporting informed, risk-based security planning in high-traffic public environments.

Scope of Work

The assessment covered three operational facilities and considered both physical security and operational risk factors. Our team’s scope of work included:

  • Conducting on-site security assessments at each facility.
  • Identifying threats and physical security vulnerabilities.
  • Evaluating existing security controls, procedures, and response measures.
  • Assessing risks related to public access, workplace violence, unauthorized entry, and service disruption.
  • Developing clear, risk-based findings and recommendations for inclusion in the final report.

Methodology

  1. On-Site Facility Assessments
    Our team conducted detailed walkthroughs at each location to review facility layouts, public interfaces, access points, and operational conditions.
  2. Threat and Vulnerability Identification
    Threats were identified based on facility function, volume of public interaction, and operational context. Vulnerabilities were assessed across perimeter security, public areas, staff-only spaces, queuing zones, and back-of-house operations.
  3. Security Control Effectiveness Review
    Existing security measures—including physical barriers, access controls, surveillance systems, duress measures, and staff procedures—were evaluated for effectiveness and operational suitability.
  4. Risk Analysis and Reporting
    Identified risks were analyzed and prioritized based on likelihood and potential impact to staff safety, public safety, and service continuity. Our team documented findings and developed practical, prioritized recommendations in the final assessment report.
